Critical Roles and Administrative Competencies in Building Institutional Research Capacity

    Institutional presidents and other higher education administrators play a critical role in creating and supporting an environment that fosters research. This key area of institutional development has significant implications for the building of scientific and technological capacity in both China and the U. S. Comparative studies on institutional leadership roles and competencies can inform and support the advancement of research collaboration between both countries especially as it relates to those competencies needed in a global collaborative environment. Comparative research on the critical roles and competencies needed by Chinese and U.S. university presidents and other higher education administrators related to building institutional capacity will enhance the inter-cultural communication between the two countries and further advance the collaboration between the two countries' universities. Specific research questions to be addressed include:

    1. What are the critical issues facing higher education administrators in China and the U. S. with respect to building institutional research capacity?
    2. What are the critical roles that Chinese and U. S. higher education administrators need to fill in building institutional research capacity?
    3. What are the leadership competencies that are needed by Chinese and U.S. university administrators in building institutional research capacity and to enhance globalization of research capacity?
